The catch nobody mentions: DA resets to zero

A fitment factor of 2.86 sounds like a 186% raise. It is not. Your existing dearness allowance, currently 60% of basic, is merged into the revised basic pay and restarts at zero. You are trading a large allowance for a larger base, and the net effect on gross pay is far smaller than the multiplier implies.

What else changes

  • HRA is recalculated on the new basic, at rates the Commission may itself revise.
  • DA restarts from zero and accrues again against the higher basic, so the gap closes over the following years.
  • Arrears depend on the effective date. If recommendations apply from 1 January 2026 but are paid in late 2027, arrears cover the gap.
  • Pensioners have historically received the same fitment factor on basic pension.

Will my gross salary rise by the fitment factor?

No, and this is the most misunderstood part of a pay commission. Dearness allowance is merged into the revised basic and resets to zero, so you lose the 60% DA you currently receive on top of basic. At a factor of 2.86 on level 10, gross rises by 82.7%, not 186%.

When will the 8th Pay Commission be implemented?

The Commission has 18 months from its November 2025 constitution to report, pointing to a report around mid-2027. Recommendations are widely expected to apply from 1 January 2026 with arrears, but neither the date nor the arrears have been confirmed.

What fitment factor is most likely?

Staff federations have sought 3.68. Most press coverage clusters around 2.86 to 3.0. Conservative analyst estimates sit nearer 2.28. The 7th CPC itself used 2.57. Model the range rather than trusting a headline.

Does the 8th CPC apply to state government employees?

Not directly. It covers central government employees, defence personnel and central pensioners. States usually adopt a similar structure afterwards on their own timeline, sometimes with a different fitment factor.
